Does INDYCAR's Blocking Rule Lead to More Contact?

On the OpenPaddock site, our Chief Photographer and long time IndyCar Garage member, Doug Patterson, posted an article raising the question of whether Tony Cotman's blocking rule in INDYCAR doesn't create more of the same type of contact that the rule's creator says its supposed to prevent.  Check it out and let us know what YOU think!
